Cooper County Joint Communications (CCJC) serves as the sole Primary Safety Answering Point (PSAP) for Cooper County. CCJC is responsible for answering all 911 calls and providing dispatch services for all public safety agencies within the county.
The center is currently staffed by 15 employees and operates continuously, 24 hours a day, 7 days a week, 365 days per year. |

Cooper County Joint Communications Among First in Central Missouri to Upgrade to AT&T ESInet™

Cooper County Joint Communications (CCJC) is proud to announce that it is one of the first Public Safety Answering Points (PSAPs) in Central Missouri to upgrade to AT&T ESInet™, a Next Generation 9-1-1 (NG911) emergency communications network designed to improve reliability, resiliency, and interoperability.
This upgrade reflects CCJC’s strong partnership with AT&T Public Safety Solutions, a national leader in emergency communications infrastructure. AT&T ESInet™, provides a modern, secure, and geographically diverse network that enhances how emergency calls are routed and managed, while supporting continuity of service during natural disasters, system disruptions, or periods of high call volume.
Through this partnership, Cooper County Joint Communications is advancing emergency communications by:
· Improving location-based call routing and accuracy
· Increasing system resiliency and redundancy
· Enhancing interoperability between neighboring agencies
· Supporting future NG911 capabilities such as text-to-9-1-1 and data sharing
“Being among the first PSAPs in Central Missouri to implement AT&T ESInet™ positions Cooper County Joint Communications at the forefront of modern emergency communications,” said Justin Vaughn – AT&T 9-1-1 Area Manager, and resident of Cooper County. “This upgrade not only strengthens our operations today, but also prepares us for the future as additional agencies across the region make the transition. AT&T is extremely proud to have such a great partnership with Cooper County, and we are excited to continue to work with such a forward-looking County Commission and PSAP Personnel.”
CCJC’s upgrade is part of a broader movement across Central Missouri and the nation. Many additional PSAPs are expected to migrate to AT&T ESInet in the coming year, creating greater interoperability, improved disaster recovery capabilities, and a more unified emergency communications network across the region.
For residents and visitors, calling 9-1-1 remains the same. Behind the scenes, Cooper County Joint Communications-working in partnership with AT&T- is investing in proven technology to ensure emergency calls are handled quickly, accurately, and reliably when seconds matter most.
