Cooper County will TEST the Outdoor Warning Sirens on the First Tuesday of every month at 11:00AM weather permitting. There are 11 Outdoor Warning Sirens throughout the County. Boonville has 6, Bunceton 1, Blackwater 1, Pilot Grove 1, Otterville 1, and one is located at the MRVSEA campground off of highway 179.
Outdoor Warning Sirens are designed to be heard by those who are outdoors. They are not for those who are inside a building. Please have a NOAA Weather Radio inside your home or business. There are multiple apps available for phones and computers. Ben Franklin stated: "By failing to prepare you are prepared to fail."

Boonslick Area Local Emergency Planning District
The Boonslick Area LEPD is responsible for planning for a Hazardous Material incident. Members include individuals from both Cooper and Howard Counties in Law enforcement, Fire, EMS, EMA, 911, environmental, media, public health, industry, and interested citizens. All meetings are open to the public.

January 7, 2026, at 11:30am at the Keller Building, 600 Morrison, Fayette, MO 65248, EMA Conference Room.
April 8, 2026, meeting is at 11:30pm at the EOC, located in the basement of the Law Enforcement Center, 200 Main Street, Boonville, MO 65233.

Tier II Reporting: Report Due Between January 1-March 1
The Owner Operator of a facility where Hazardous Chemicals are used, produced, or stored must submit a Tier II Report form between January 1-March 1 is the quantity of hazardous chemicals on hand exceeds specific thresholds. Any substance for which your facility must keep a material safety data sheet (MSDS) under OSHA's Hazard Communication Standard is classified as a "hazardous chemical". Any hazardous chemical that your facility has more than 10,000 pounds of on hand at any one time during the calendar year must be reported on the Missouri Tier Two form. Extremely Hazardous Substances (EHS) as specified in 40 CFR Part 355 must be reported on the Teir Two Form if a facility has on hand at any one time during the calendar year more than 500 pounds or the threshold planning quantity (TPQ), whichever is lower. Under Missouri Law, explosives and blasting agents, more than 100 pounds, must be reported to the fire department within 24 hours of being present at a facility. If storage is longer than 15 days, these substances must be reported to the Fire department, the LEPC/D, and the Missouri Response Commission. For Outdoor Events:
- Weather monitoring. We will register the event with the National Weather Service, and they provide us with a daily weather briefing as well as notice when severe weather is imminent at the event location. We pass this information on to event organizers so they can make real time decisions about closings or cancellations to protect event goers and staff in the event of severe weather.
- Event planning for emergency situations. This includes assisting organizers with planning what to do if an emergency arises during the event. We can assist organizers in making sure they have adequate training and resources for the situation as well as planned routes for emergency service that may be needed. We can assist in getting organizers in contact with local emergency services during the planning of the event.
- The Cooper County EMA has electronic message boards, generators, light towers, radios, and other equipment that they will allow event organizers to use during events. This equipment is scheduled on a first come basis and may be withdrawn at any time if needed for public safety purposes. Equipment cannot be used for political purposes or events.
